This is just a guess but targeting the established dates of Assyria's fall in 605 BCE at the Battle of Carchemish... to the established date of the "fall of Rome" has a range of 376-476 but wiki very clearly establishes an official "start of the fall date of the Western Roman Empire" at 395AD...

Exactly the author uses the word Tatarorum instead of Scythia which he uses multiple times throughout the text as well. There's a source out there that indicates he was born in Tartaria (maybe even Americam) or at least definitely visited the Americas as well.
